This overview contains basic system information.   Every client is unique and we want to make all options available.

Our system operates on IBM PC compatible equipment - Pentium and AMD architecture.   If all processing and management are to be done at this level, we provide a local area network (LAN).   If the PC is being used strictly for upload and download to field units and then upload to an existing mainframe system, such upload to mainframe can be done by cable, modem, disk, Internet FTP site, LAN or other communication device.

  • For the parking control officer, the data entry process involves very few keystrokes.  Most fields are automatically defaulted values or the officer can scan for correct entry (such as a violation code, street code or state code).  This saves a great deal of time and eliminates the chance for spelling or data errors.  The ticket can be completed in approximately 20 seconds, thus enabling the officer to move on and reduce the risk of confrontation.  A reprint, if needed, can be done in a few seconds.
  • Other features of the Clancy field unit include flat forms which do not curl (the forms are easy to load in unit and contain 225 per package so that reload Is infrequent), a top of form sensor which automatically aligns the forms to the beginning of the next form, a thermal mechanism which eliminates the need to change or align ribbons, easy to mount in a vehicle, and there is no need to carry spare parts or batteries. The citation issuance process is fast with provisions for default entry and scan thus eliminating many keystrokes.   Citation number, date, time, officer name, beat and badge number are automatically generated by the unit. The field unit printer is capable of printing special graphics characters along with bar codes and OCR characters.  Standard thermal ticket stock can be used as well as the newest plastic stock (Kim Dura) which is waterproof and tear proof (although the actual cost is 3 to 4 times that of standard thermal paper).

Two Field Unit Versions:

Clancy offers two systems for feild ticket issuance. The latest system uses cell phone technology to send each ticket and pictures associated with the violation to the central computer database in real-time. The advantages to this solution is much lower dispute rates and substantially higher collection rates.

Clancy's legacy system is described below.

The Handheld is a Palm M500 or M515 in a customized cradle with full 45 key keypad.   The printer is a lightweight, high speed thermal printer.   Each printer holds a pad of 100 flat form citations (citation size 3" x 7") and utilizes the newest battery technology, lithium ion.   The batteries are extremely small, light weight and provide continuous service for at least 750 tickets issued on a single charge.

This state of the art equipment offers the latest technology in portable data entry and printing equipment, with the backbone of the Clancy software, services and support.

Clancy can provide its system and services by outright purchase, professional services contract, lease, or total facilities management.

Professional Services Contract

In a professional services contract with the administrative agency we provide all hardware (including adequate on-site spares); all software; all upgrades to hardware; all software support, upgrades, changes, repairs, modifications, new programming; support via telephone, on-line modem and periodic on-site visits; and all maintenance (done by FRU's - field replacement units. A phone call to our office by 3:00 PM MST enables us to ship via Airborne for delivery next morning any replacement units). Supplies can be included in contract fee or municipality can pay for them separately.

Clancy's professional service contract fees are offered in several options. The first is based on a per valid citation written basis and is negotiated to reflect the parameters of the system required. Pricing is based on how much of the system you are using. The system is modular and can be used for issuance, reports and upload to a processing bureau, or other back-office system. If you are looking for a complete back office system for processing citations, court dockets, notices to scofflaws, etc., the system would include additional hardware, software and would be slightly higher per transaction. Under the professional services contract, you will be provided additional hardware when you add officers to your staff, at no extra charge.

Another fee structure is based on a charge for each citation form ordered and a small monthly fee for system support based on each computer installed. (Computer includes network, computer printer, and system support). This fee structure includes all field units required, charger/communications modules, system computer and printer, interface cables or electronic media for mainframe, citation forms, envelopes, custom software, maintenance, training, ongoing support, upgrades, enhancements, and on-site spare units. It is another form of professional services contract.

If a more complete system is required that includes management software, system management computers, DMV lookups, noticing, payment processing, dispositions and other elements of a complete back office processing system, an additional fee may be required. Additional support fees may be applicable for additional computer nodes.

Installation and Training is billed at actual travel costs.

Purchase

Some agencies prefer to purchase the system. Maintenance of hardware beyond the warranty period can be done on annual maintenance contract agreement or time and materials charge. A full system purchase will include the following components:

Hardware costs include a per unit (handheld with printer) cost and a charge for each charger/communication cradle. Software fees and license based on system requirements. Additional costs include installation and training, tickets, envelopes, batteries, carrying cases and other peripherals or expendable supplies.

Facilities Management

Under this type of contract, your agency totally "privatizes" or "outsources" the entire parking ticket issuance and processing operation. We provide the personnel, the equipment, supplies, pay all expenses (including payroll, taxes, insurance, vehicles, telephones, rent if applicable, uniforms, other) and split net revenue with the agency. This guarantees your agency the income it customarily brings in and more, without any expenses. A steering committee city personnel and Clancy personnel meet regularly to discuss operations, address issues, and validate productivity and system reports. This program has proven beneficial to many agencies.

Boot/Tow System

Portable data terminal for booting and towing.  This pen based system provides a complete reporting system with full charting capability such as the California CHP 180 form.  The data can be sent via interface to cell phone or modem in the field to the station for immediate on-line capability.

Automated telephone Inquiry/registration system

Clancy has developed a computerized telephone inquiry or reporting system that can be utilized for citizen inquiry of open parking tickets via automated telephone system.  This system can also be configured as a reporting system for such items as missing signage and faulty meters.  The system can also be utilized by booting crews to call for validation before booting a vehicle.   The system can also be used for permit renewals for cities with residential permit parking as well as universities and credit card payment of tickets.

Bicycles

Clancy has provided many of its clients bicycles for use by parking control officers.   In many locations this mode of transportation is effective for use in concentrated areas, downtown areas, college campuses and cities where officer routes are well defined and weather conditions permit this mode of transportation.

Digital Imaging - Website

Photo imaging from digital cameras and scanned photos are incorporated into records for noticing and for court documents.  This capability provides corroborative evidence which saves personnel time at the parking issuance and administrative level as well as the court level.  Because of conclusive evidence, many cases do not go to court.

Our vendor/client relationship is based on a dedicated system support alliance with our clients.  System support is ongoing for the term of the contract.   It is unlimited and is included in all transactional, lease, and purchase license agreements.  There are NO ADDITIONAL CHARGES for ongoing support.  Clancy is the only vendor of computerized ticket issuance systems who provides this level of support!

We offer an affiliation with an intemet service to handle online credit card payment of tickets. The site handles Visa, Mastercard and check payments.   Clancy maintains and hosts the custom web site for your city for these payments.
