Clancy can provide its system and services by outright purchase,
professional services contract, lease, or total facilities management.
Professional Services Contract
In a professional services contract with the administrative agency we provide all
hardware (including adequate on-site spares); all software; all upgrades to hardware;
all software support, upgrades, changes, repairs, modifications,
new programming; support via telephone, on-line modem and periodic on-site visits;
and all maintenance (done by FRU's - field replacement units. A phone call to our
office by 3:00 PM MST enables us to ship via Airborne for delivery next morning any
replacement units). Supplies can be included in contract fee or municipality can pay
for them separately.
Clancy's professional service contract fees are offered in several options.
The first is based on a per valid citation written basis and is negotiated to
reflect the parameters of the system required.
Pricing is based on how much of the system you are using.
The system is modular and can be used for issuance, reports and upload to a
processing bureau, or other back-office system. If you are looking for a
complete back office system for processing citations, court dockets, notices
to scofflaws, etc., the system would include additional hardware, software
and would be slightly higher per transaction. Under the professional services
contract, you will be provided additional hardware when you add officers to your
staff, at no extra charge.
Another fee structure is based on a charge for each citation form ordered and a
small monthly fee for system support based on each computer installed.
(Computer includes network, computer printer, and system support).
This fee structure includes all field units required, charger/communications modules,
system computer and printer, interface cables or electronic media for mainframe,
citation forms, envelopes, custom software, maintenance, training, ongoing support,
upgrades, enhancements, and on-site spare units. It is another form of professional
services contract.
If a more complete system is required that includes management software,
system management computers, DMV lookups, noticing, payment processing,
dispositions and other elements of a complete back office processing system,
an additional fee may be required. Additional support fees may be applicable
for additional computer nodes.
Installation and Training is billed at actual travel costs.
Purchase
Some agencies prefer to purchase the system. Maintenance of hardware beyond
the warranty period can be done on annual maintenance contract agreement or
time and materials charge. A full system purchase will include the following components:
Hardware costs include a per unit (handheld with printer) cost and a charge
for each charger/communication cradle. Software fees and license based on
system requirements. Additional costs include installation and training, tickets,
envelopes, batteries, carrying cases and other peripherals or expendable supplies.
Field unit ticket issuance devices (1 per officer)
Charger/communication modules (4 field units per module)
Software package
Citation forms and envelopes
Provide or purchase a PC (1 or more) for system operations or
unload and upload to field units and interface to mainframe
Software required includes Windows NT, Windows 98, Windows 200, Windows XP, Crystal Reports,
and Communications software
Installation and training is billed at actual travel costs.
Lease
One more option offered is a flat fee monthly lease for hardware plus
purchase of citation forms and envelopes.
Facilities Management
Under this type of contract, your agency totally "privatizes" or "outsources"
the entire parking ticket issuance and processing operation.
We provide the personnel, the equipment, supplies, pay all expenses
(including payroll, taxes, insurance, vehicles, telephones, rent if applicable,
uniforms, other) and split net revenue with the agency. This guarantees your
agency the income it customarily brings in and more, without any expenses.
A steering committee city personnel and Clancy personnel meet regularly to
discuss operations, address issues, and validate productivity and system reports.
This program has proven beneficial to many agencies.
