SYSTEM OVERVIEW

This overview contains basic system information. Every client is unique and we want to make all options available.

Our system operates on IBM PC compatible equipment - Pentium architecture. If all processing and management are to be done at this level, we provide a local area network (LAN). If the PC is being used strictly for upload and download to field units and then upload to an existing mainframe system, such upload to mainframe can be done by cable, modem, tape, disk, 3287, 5250 or other communication device.

The field unit printer is capable of printing special graphics characters along with bar codes and OCR characters. Standard thermal ticket stock can be used as well as the newest plastic stock (Kim Dura) which is waterproof and tear proof (although the actual cost is 3 to 4 times that of standard thermal paper).


HANDHELDS

Field units are provided in several configurations:

1. Our standard field unit is an ergonomically balanced 2 piece design. The handheld terminal weighs 14 oz and the separate printer weighs 2 ¾ pounds. The balance of weight between hand (handheld) and shoulder strap for printer prevents stress to wrist. The handheld fastens to printer for ease of carrying when not in use. The ticket generated is 4 3/8 inches by 7 inches. A perforated stub is detached and retained by the violator. The remittance portion is 3 inches by 7 inches and is acceptable to automated transaction processing equipment. The printer is capable of printing special characters, OCR and Bar Codes. The tickets are flat fan fold packs.

2. Another solution includes a 2 piece design which utilizes our new thermal line printer. The ticket form is 3 inches wide by 7 inches long. This printer has numerous capabilities including full graphics, code 39 bar codes, interleaved 2 of 5 bar codes, OCR and the new PDF 417 bar codes. The paper is in flat fan fold packs.

Clancy can provide its system and services by outright purchase, professional services contract, lease, or total facilities management.

Features of the system include:

Boot list lookup - to identify repeat offenders, stolen vehicles and other flagged license numbers) which instantly enables a parking control officer to take action.

Error free citations - which promote better collection of fines and lighten court dockets, and an overall increase in officer productivity.

Chalk feature - allows officers to electronically record chalk time, location and license number for comparison during patrol duties.

Management information - most frequently issued violations, officer activity, peak periods, location activity, and other vital data.

Data processing efforts are greatly reduced through automatic upload and download from handheld terminals to PC's and/or mainframes. This automatic procedure requires no operator intervention. If transfer of data from PC to a mainframe is required, the procedure would require one or two keystrokes. At the end of a shift, handheld terminals are plugged into charger racks. Charger racks are connected by cable to a PC computer. All data is automatically polled from hand-helds by PC for report generation and/or upload to a mainframe (if this is established protocol). All new data such as current boot list, program changes and any other pertinent data is downloaded to handheld units via this mode. At beginning of shift, officers remove their unit, verify correct date, enter name and/or badge number and they are ready to go.

For the parking control officer, the data entry process involves very few keystrokes. Most fields are automatic default fields or officer can scan for correct entry (such as a violation code, street code or state code). This saves a great deal of time and eliminates chance for spelling or data errors. The ticket can be completed in approximately 20 seconds, thus enabling the officer to move on and not risk opportunity for confrontation. A reprint if needed can be done in a few seconds.

The field units are capable of doing boot list lookups and marking chalk times without the need to generate a ticket. Other features of the Clancy field unit include flat forms which do not curl (the forms are easy to load in unit and contain 200 per package so that reload is infrequent), a top of form sensor which automatically aligns the forms to the beginning of the next form, a thermal mechanism which eliminates need to change or align ribbons, easy to mount in a vehicle, and there is no need to carry spare parts or batteries. The citation issuance process is fast with provisions for default entry and scan thus eliminating many keystrokes. Citation number, date, time, officer name, beat and badge number are automatically generated by the unit.
